The basic concept is fairly simple.  Using power induction to transmit a signal instead of electromagnetism.  Metamaterials make it possible to restrict the flow of magnetons to a specific direction and to recycle energy lost to the attempt to transmit power broadly, making it energy-efficient.  The magnetons follow curved pathways and thus this enables over-the-horizon communications capability but also allows for EM-blocking transition metal dichalcogenides to be used to entirely block jammers.  Only a jammer who knew we were using this method and knew the position of the receiver would be able to meaningfully jam under that circumstance.  Transmitters, properly shielded, could not be triangulated using this approach.  2 pages.
