The basic concept is fairly simple. Using power induction to transmit a signal instead of electromagnetism. Metamaterials make it possible to restrict the flow of magnetons to a specific direction and to recycle energy lost to the attempt to transmit power broadly, making it energy-efficient. The magnetons follow curved pathways and thus this enables over-the-horizon communications capability but also allows for EM-blocking transition metal dichalcogenides to be used to entirely block jammers. Only a jammer who knew we were using this method and knew the position of the receiver would be able to meaningfully jam under that circumstance.
